Q: Please help!

I put a 'new' (reclaimed, tested prior to shipment) power board and a 'new' main board into my Toshiba 50lf621u19 (Best Buy, Insignia). The standby power light comes on. The on/off switch has no effect. All supply voltages off power board main connector are good (16v, 12v, 5v). Pin 13 (PWRON) on power board (see image on your product page) is about 1.9v. Backlight LEDs ARE NOT ON, flashlight test shows no image. When I plug/unplug the AC cord into/out of the power board, the backlights flash. I did test and make sure that the power switch is closing the circuit at its input to the main board - resistance goes to zero at main board switch pins on press.

We suspect the TV took a spike from a T-Storm. I replaced the power board after that, and TV work for a couple of weeks. Just recently replaced the power board (a second 'new' one) and the main board (first 'new' one) and getting above behavior.

Any ideas? T-CON?
